Citizen X [1995]

The best of the recent rash of true crime TV movies, this follows the hunt for the Soviet Union's foremost serial killer, Andrei Chikatilo. With Joss Ackland and Donald Sutherland reliably scheming as the high-ranking commies, it's no surprise that the thrust of the story is not just on the detective work but on the bureaucratic tangle policeman Stephen Rea has to go through to convince everyone that Russia has spawned something as decadently capitalist as a serial killer. Tactfully gruesome, with good performances all round.
