PLOT SUMMARY

The Time Lords send the Doctor to deliver a message to a base above Solos, a planet seeking independence from Earth. One of Earth's ambassador's is killed and the Doctor is drawn in to a battle for the leadership of Solos.

CAPSULE REVIEW

Forgettable story. Forgettable villains. Forgettable episodes. Nothing good, nothing too bad. Could have suited any Doctor but still would have been forgettable. Stands up better now than some of the more memorable stories from this season. Just, well… forgettable.
